During the 2011 USAID supported Rural Bankers Association of the Philippines – Microenterprise Access to Banking Services (RBAP-MABS) Program Regional Roundtable Conference, Grameen Foundation Project Manager, Julie Peachy, shared the results and findings of the CARD Bank Savings Mobilization Project. The project is a three-year effort aimed at reaching 1.45 million new savers in the Philippines, India, and Ethiopia. The savings product being pilot-tested, the Matapat, is a voluntary savings product designed to allow savers to make small and frequent deposits. Several options are available to encourage clients to make deposits: during center meetings, via over-the-counter deposits in bank branches or microfinance bank offices (MBOs), and through deposit collections by savings associates. Withdrawals, on the other hand, can be made at ATMs, in addition to the traditional over-the-counter withdrawals.

The Benefits and Strategies of Successful Savings Mobilization: Experiences from RBAP-MABS Participating Rural Banks (Part 1 of 2)

Even among microfinance practitioners, the term “microfinance” has often narrowly referred to “microcredit”.  Microcredit has often been the main focus on microfinance efforts to help move the low-income sector out of poverty. New evidence and case studies, however, show the impact of savings including how households use it to expand their livelihood activities, grow small businesses and how it serves to cushion the impact of emergencies.

On the supply side, the global financial crisis in 2008 exposed the risks of relying heavily on funding from investment banks and companies. These developments were among the main reasons for cultivating microdeposits cited by MABS Research and Monitoring Coordinator Ferdinand Sia during the session on microsavings mobilization during the 2011 USAID-supported Rural Bankers Association of the Philippines – Microenterprise Access to Banking Services (RBAP-MABS) Program Regional Roundtable Conference. Aside from illustrating the impact of the deposit portfolio to the overall financial strength of the banks, Mr. Sia also explained the long-term benefits of supporting deposit mobilization efforts, especially among children and for economically active clients, as the trend is for an individual’s income, and with it, savings level, to increase as they advance during their various life cycles. From a marketing perspective, a wide deposit base gives a bank an opportunity to build a lasting relationship with clients and an entry point for offering other products and services.

RBAP-MABS facilitates Savings Mobilization Workshop at Katipunan Bank

Katipunan BankMobilizing savings, the other half of financial intermediation, can sometimes be something that a bank may not consciously and actively market. This happens especially when large credit lines from government banks or wholesale facilities become more attractive due to the ease of access and the perceived lower administrative costs. Without being mindful of it, a bank can easily fall into a trap of dependency on external funding sources and lead to a concentration of risk due to a small number of large credit lines. In order to avoid falling deeper into this trap, Katipunan Bank requested the United States Agency for International Development-supported Rural Bankers Association of the Philippines-Microenterprise Access to Banking Services (RBAP-MABS) program to facilitate a workshop with senior and middle level management of the bank.

A Fresh Perspective on Mobilizing Micro–Deposits

microdeposit session 1Micro-deposit generation is a key strategy in building more stable banks to support their credit operations and service the savings needs of the public, particularly the lower income groups. Banks unable to execute an effective micro-deposit strategy are risking being left behind in the marketplace, especially if they do not consider the perspective that broadening their micro-deposits base could provide them a solid foundation for achieving overall growth. This is one of the lessons learned during one of the sessions of the 2011 RBAP-MABS National Roundtable Conference held at the Hyatt Hotel on May 23-24, 2011.

Three speakers spoke on the topic “A Fresh Perspective on Mobilizing Micro-deposits”. Mr. Gerardo A. Butardo, Deputy Director of the MSME Finance Specialist Group of the Bangko Sentral ng Pilipinas (BSP) Supervision and Examination Sector, represented the regulators’ point of view. Representing the bankers’ views and sharing their experiences with mobilizing micro-deposits were Lt. Gen. William K. Hotchkiss III (Ret.), President of Cantilan Bank, and Mr. Joel Luna, 1st Valley Bank’s Pagadian branch manager.  The bankers’ experiences showed the participants how micro-deposits benefitted the banks’ operations and significantly expanded their deposit base. The Power of Savings – Rural Miners Open their First Savings Accounts

Cantilan Bank Tubod BranchFrom Butuan City going north towards Surigao Norte is the town of Tubod, where mining has become a major source of employment to local residents and those in the outlying towns. Hired by labor sub-contractors of the mining company there, the number of miner-laborers peaks during the dry season and declines during the rainy season. The mining site is about five kilometers away from the Cantilan Bank Tubod Branch, which started its operations in 2005.

As is the practice in the mining industry, mining companies operating in Surigao del Norte and Surigao del Sur outsource their labor requirements to sub-contractors. In some cases, the laborers generally come from outside the local towns. In the case of the mining company in Tubod, more than 50% of the laborers are local residents who work as “casual” laborers in the mine. Since the work is only temporary, there are times when these laborers are out of work, especially during the rainy season. [Read more...]
