RBAP-MABS Convenes Partners during a Regional Roundtable Conference in Manila

Over ninety participants from rural banks and other private sector partners gathered for the annual Regional Roundtable of the Rural Bankers Association of the Philippines-Microenterprise Access to Banking Services (RBAP-MABS), a program supported by the  United States Agency for International Development (USAID), last November 9 at the Hyatt Hotel and Casino Manila.

This year’s theme, “MABS Participating Banks: Moving Forward into the Future”, highlighted emerging issues and topics relevant to the expansion and continuation of microfinance services by the rural banks in the years to come. The event discussed pricing transparency, the developments and updates on credit reference sharing, strategic partnerships, savings mobilization, micro-insurance, and the latest local and international developments in mobile banking services.

2011 MCPI Conference highlights collaboration for responsible microfinance

Rural Bankers Association of the Philippines-Microenterprise Access to Banking Services (RBAP-MABS) Program helped facilitate two sessions of the 2011 Microfinance Council of the Philippines Inc. (MCPI) Conference last July 28-29 at the Hyatt Hotel Manila. The conference themed, “Making a Difference: Multi-Stakeholder Action towards Responsible Microfinance” aims to promote responsible financial products and practices while addressing global pressing issues and challenges to microfinance.

Call for Nominations: Citi Microentrepreneur of the Year (MOTY) Awards

Dear Friends and Partners,

Citi Philippines, the Microfinance Council of the Philippines Inc., and the Bangko Sentral ng Pilipinas are conducting the ninth run of the Citi Microentrepreneur of the Year (MOTY) Awards, a nationwide search for outstanding Filipino microentrepreneurs. The awards program aims to elevate awareness of and provide support for microfinance by recognizing outstanding microentrepreneurs.

There are two awards categories: the Masikap Award and the Maunlad Award. The Masikap Award is open to microentrepreneurs who successfully started a business that is now a reliable source of income for the family. The Maunlad Award, on the other hand, is open to microentrepreneurs that have grown a business to a level that is now generating employment for people apart from household or family members.

A national awardee and three island group (Luzon, Visayas, and Mindanao) awardees will be chosen for each category. The respective prizes are as follows: PhP200,000 for the national awardees and PhP100,000 for the island group awardees. Note that in addition to the prizes for the microentrepreneurs, the loan officers of the eight awardees will be given PhP10,000 each as incentive for participation in the program. In addition to the cash prizes, this year’s awardees will also receive a 3-year life and health insurance coverage to protect them from unforeseen events that may affect their business.

How to Avoid an India-type Microfinance Crisis in the Philippines

Photo 1As prologue to the BSP’s (Bangko Sentral ng Pilipinas) National Microfinance Stakeholders Summit held on April 5, the Rural Bankers Association of the Philippines Microenterprise Access to Banking Services (RBAP-MABS) with support from USAID/Philippines and the Microfinance Council of the Philippines (MCPI) jointly held a pre-summit seminar on April 4 discussing “How to Avoid an India-type Microfinance Crisis in the Philippines”.

Opening the forum, RBAP President Corazon Miller described the India microfinance crisis as “a wake-up call for microfinance practitioners in the Philippines to begin the proactive process of strengthening transparency, following consumer protection practices, improving governance, and becoming better at communicating the value of Microfinance services.”

Led by Ms. Elisabeth Rhyne, Managing Director of ACCION International’s Center for Financial Inclusion and organized for the microfinance stakeholders in the Philippines particularly rural banks, NGOs, credit cooperatives and others, the seminar provided interesting discussions on some of the issues that led to the microfinance crisis in the India.

Ms. Rhyne outlined the developments leading up to the crisis in India, particularly in the southern state of Andra Pradesh, where the largest microfinance institutions are located. Some historical notes provided context to the build up of the crisis there, as she traced how the banking industry in India had risen from years of operating only state owned banks to the time of privatization after the financial sector was liberalized. She also pointed out that the microfinance industry in India is an “orphaned” sector because the regulators did not pay attention to the industry.  Even after some of the institutions did become regulated as formal financial institutions, the regulations kept them in a tight leash allowing them to offer only group loans and prevented them from offering deposit services.

RBAP stands behind pricing transparency initiative for microfinance

MF Transparency seminar 1The Rural Bankers Association of the Philippines (RBAP) joined the Microfinance Council of the Philippines (MCPI) in hosting a series of pricing transparency workshops in Davao, Manila and Iloilo City in March 2011.  Led by MFTransparency, representatives from various rural banks, cooperatives, and NGOs involved in microfinance came together in an effort to take a proactive stand to come up with a more standardized way to disclose transparent pricing of their microfinance products.

MFTransparency, a non-profit organization based in the United States, was founded in July 2008 with the mission of becoming “the venue for the microfinance industry to publicly demonstrate its commitment to pricing transparency, integrity and poverty alleviation”. [Read more...]
