Rural banks tackle FRAUD in microfinance operations at RBAP-MABS Conference

Girlie LopezAlways a contentious yet lively discussion, fraud was addressed at the 2010 RBAP-MABS National Roundtable Conference in Manila on June 2-3.  Ms. Girlie Lopez, MABS Regional Coordinator for Visayas, kicked off the panel discussion by describing the many faces of fraud and providing a few helpful tips for bank management.

At the loan solicitation stage, fraud can take the form of bribes, “processing fees”, over-appraised collateral and false identification. At the collection stage, fraudulent activities include non-remittance of collections, altered or fake official receipts, and modification of management information system (MIS) records. Additional forms of fraud can be unauthorized restructuring or extensions of payment schedules, unauthorized withdrawals, writing-off recoverable assets and false benefits claims for insurance.

Account officers and supervisors have the greatest opportunity to carry out these activities. That is why bank executives must be diligent in their management of fraud. Ms. Lopez noted that banks can prevent fraud by institutionalizing a culture of professionalism, honesty and compliance while evaluating the effectiveness of their internal control systems and policies.   [Read more...]

MABS gears up FICO Bank for Microinsurance

First Isabela Cooperative (FICO) Bank), a MABS participating bank since 2001, is working on further expanding its services for its micro-enterprise clients.  This includes microinsurance, which is currently focused on credit life, more commonly known by bank clients as “loan insurance”.
To assist FICO Bank in this undertaking, MABS visited the bank on March 10-12 to review its existing microinsurance services and conduct a microinsurance client demand research within the bank’s area of operation. The visit included interviews and surveys in four of the bank’s branches to determine the demand of the bank’s existing and prospective clients for insurance services.
With “Soaring like an eagle. Banking with a H.E.A.R.T.” as its battle cry and guiding principle, the bank is driven by the values of continuous growth and service.  The bank’s management hopes that with microinsurance, it can provide a risk protection mechanism to respond to its clients’ needs in critical times such as death or severe illness of a household member.  Simultaneous to this is the expectation that financial exposure to client loan defaults can be minimized.
The bank welcomes the possibility of engaging a licensed commercial insurance provider for its microinsurance services, as it has for several years with its micro-borrowers’ credit life insurance.

MABS conducts AO Refresher Course for Cagayan Valley PBs

To further strengthen the microfinance operations of the rural banks in Cagayan Valley, MABS conducted an Account Officer (AO) Refresher Course for its Participating Banks last February 3-5, 2010.
Held at the FICO Bank Training Center in Isabela, the training workshop was attended by 17 participants from five MABS participating banks: Rural Bank of Gattaran, Rural Bank of Solano, Mallig Plains Rural Bank, FICO Bank, and Central Luzon-based GM Bank. The participants were mostly branch managers, microfinance (MF) supervisors and account officers of the said banks.
The 3-day workshop was focused on the following topics: Understanding the Role of the Rural Banks as Financial Intermediaries, Microfinance Best Practices, Client Selection, CIBI Report, Cash Flow Preparation and Analysis and Improving the Sales Skills of the Account Officers.
The training also served as a venue to pilot test the revised loan forms with FICO Bank’s microfinance clients as respondents. The participants used the forms in interviewing the bank’s clients.
In her closing remarks, FICO Bank’s Executive Vice President, Ms. Soledad Cabantac, emphasized the importance of going back to the basics in effectively and efficiently delivering the duties and responsibilities of microfinance practitioners.

To further strengthen the microfinance operations of the rural banks in Cagayan Valley, MABS conducted an Account Officer (AO) Refresher Course for its Participating Banks last February 3-5, 2010.

MABS holds Strategic Planning Workshop with Cagayan Valley Rural Bankers

Strategic Planning Workshop-1MABS successfully conducted a Strategic Planning Management workshop for Cagayan Valley rural banks on February 2-4 at the FICO Bank Training Center in Cauayan City, Isabela.

The seminar brought together microfinance practitioners from four Cagayan Valley-based rural banks, namely: FICO Bank, Rural Bank of Gattaran, Rural Bank of Solano, and the Cooperative Bank of Cagayan. Central Luzon-based GM Bank also participated in the workshop.

Composed mostly of bank management officers, the participants were introduced to the principles of strategic thinking and frameworks of strategic planning. “Conceptualizing a Strategic Plan is difficult but very useful in the growth and development of our organization; knowing ‘VMOKRAPISPATRES’ (a planning framework) makes me think and dream BIG for the betterment of our organization,” one of the participants commented.
